Our analysis indicates that the cost of connecting all youth organizatins, and the youth communities of the public schools in Malaysia to the information superhighway - including not only the connection, hardware, software, and content costs, but also essential skills development and support for youth - could range from 5 - 10 percent of the total national budget on ICT during the peak year of expenditure; depending on how much technology is deployed and how fast. By comparison, 6.9 percent of the GDP is spent on technology today, shared across all government related and nationwide ICT expenditures.

The deployment process will take time: time for youth organizations and schools to secure funding cover the costs not only of initial deployment, but also of ongoing operations and training; time for youth leaders to build skills and develop confidence with technology; and time for content developers to produce a range of high-quality youth development resources and materials. At every stage in deployment, dedicated leaders will need to provide direction and sustain momentum. Indeed, this will probably be the single most important factor determining the pace of deployment and the level of success in capturing the underlying benefits of connection to the information superhighway.

As technology enabler, we have already taken the first step to provide no cost or almost FOC technologies, reducing the disincentives to entering the school market. Apart from us, different levels of leadership is needed to drive YouTHeme successfully, including politicians, funders, and community leaders. This represents a new partnership that cut across the boundaries of the public and private sectors, as well as across local, state, and national lines.
